There are other considerations though. What are the laws in England or Japan (I do not know, but this is critical). Also India has a lot of engineers, they may hire a bunch and then open the system locally just because everybody can go outside and see how they work.
If profit is the primary motive than India makes no sense, but that isn't the only motive.
